Q: Shouldn't DDR go through the normal process instead of taking Mendocino Crossings to the voters, which avoids CEQA review?

A: DDR tried the normal process. Any physical development that is done after Measure A is enacted will be required to conform to the development standards contained in the specific plan and obtain building permits through normal channels.  All technical studies normally required for inclusion in an environmental impact report (EIR) will be required to obtain those permits.

For example, permits from the Mendocino County Department of Transportation (MDOT) and the California Department of Transportation (Caltrans) will be required for the anticipated widening and signalization of North State Street. Neither agency will issue permits until a comprehensive traffic impact study is completed and reviewed by both.

Building permits will not be issued until the California Regional Water Quality Control Board has certified that the site remediation has been completed to their satisfaction.

The Millview County Water district will not be able to provide water until it can be demonstrated that sufficient water is available. The same is true for the sewer and other utilities.

Q: Is DDR bypassing the environmental review process by taking this project to the voters?

A: No. DDR purchased the site in 2004 and submitted appropriate applications to the Mendocino County Board of Supervisors in 2005.  The county refused to process the application. 

State law will ensure all required environmental studies are completed if Measure A passes.  DDR will fund all Measure A mitigation measures including traffic improvements.

Q: Will Mendocino Crossings be a gigantic megamall?

A: No. Mendocino Crossings will be an environmentally sensitive mixed-use development - consisting of open air retail stores, residential housing, entertainment uses and light industrial. 

Q: Will the traffic impacts have a negative effect on the Ukiah Valley?

A: No. DDR has prepared traffic models with input from Mendocino County Department of Transportation, Mendocino County Council of Governments and Caltrans. Measures have been developed that will lessen the physical traffic impacts of the proposed project.  The adoption of this project would help expedite current improvement plans on other surface streets. Current roads are already in a state of advanced deterioration and any mitigation will improve their condition.

Mendocino Crossings will also accommodate alternative modes of transportation, which will help alleviate reliance on automobiles. These include a location for a mass transit center for the Mendocino Transit Authority. New bus routes will be added throughout the site as well as a system of bicycle and pedestrian paths.

Q: Will the Millview County Water District have enough water to support Mendocino Crossings?

A: Yes. Mendocino Crossings has plans to use a source of water for development that is privately owned by Developers Diversified Reality. The private source, known as well #6 is unregulated ground water which is capable of producing 1,000 gallons per minute (gpm), or 750 gpm long-term continuous.  The State Water Resource Control Board, Division of Water Rights, currently views well #6 as a groundwater well rather than underflow from the Russian River.  This means DDR can pump and store large amounts of water for emergencies and existing development, so others could benefit from increased water storage by DDR.

DDR will file an application for well #6 to be incorporated into Millview’s service district, and Millview has stated they are willing to provide services for moving forward.  The Department of Public Health has also indicated that no water treatment is required to use #6 as drinking water. 

Q: Is it true that all jobs offered from Mendocino Crossings will only pay minimum wage?

A: No.  There will be over 900 positions created at varying wage levels.  During construction, there will be over 200 project based jobs lasting several years.  After construction, 700 jobs will be made available ranging from associates to managers.
